We are currently seeking a Senior Financial Analyst to support our Washington, DC customer. We are seeking a highly-motivated professional with experience creating funding documents in Navy ERP to support the planning, programming, budgeting, and execution (PPBE) process as a member of our Business Financial Management (BFM) support team.
Duties:
- Provide financial management support across various appropriations, including Research, Development, Test and Evaluation (RDTE), Shipbuilding and Conversion Navy (SCN), Weapons Procurement, Navy (WPN), Other Procurement Navy (OPN), Procurement Ammunition Navy & Marine Corps (PANMC) and Operations and Maintenance Navy (O&MN).
- Directly support the program office Lead BFM and Principal/Assistant Program Manager (PAPM) in addition to the PAPM providing high-level financial support.
- Attend program reviews, financial reviews and applicable meetings where budget/financial expertise is required including developing presentations.
- Assist in researching and preparing responses to financial drills to the NAVSEA Comptroller, Resource Sponsors, Financial Management and Budget (FMB), and Office of the Secretary of Defense (OSD).
- Assist government client in the preparation of budget submits for OMN, OPN, and RDTE and SCN budgets.
- Interface with HQ personnel, field activities, and contractors to collect, assess, analyze, interpret, and collate POM and budget data and justification to support budget submissions.
- Draft language to respond to higher level authorities (FMB/OSD/GAO) to protect program budget authority.
- Review draft shipbuilding contracts/mods comparing against program funding ensuring language and funding reconcile.
- Review draft acquisition documentation for consistency with appropriate budget controls.
- Lead efforts to research and prepare responses to financial data calls from various organizations, including, the NAVSEA Comptroller, the Chief Financial Officer, and resource sponsors.
- Lead the development of recommended Courses of Action based on analysis of data presented at Program Reviews and Financial Reviews.
- Services (MOCAS), Program/Budget Information System (PBIS), Program Resources Integrated Solutions Management System (PRISMS), NAVSEA Headquarters System (NHS), Naval Data environment (NDE)
Required Education:
- Bachelor's degree in any Discipline or 15 Years Relevant Experience. Bachelor's degree in Business or Accounting preferred
- Functional Description: Demonstrated experience in either: Financial Management, Accounting or Contracts with the ability to provide guidance and training to and/or supervise a team of Financial Analysts. Possess a thorough knowledge of applicable financial policies. Experience with multiple appropriations. Proficient in Navy Enterprise Resource Planning (ERP)
Required Experience:
- Demonstrated experience in either: Financial Management, Accounting or Contracts with the ability to provide guidance and training to and/or supervise a team of Financial Analysts. Possess a thorough knowledge of applicable financial policies. Experience with multiple appropriations. Proficient in Navy Enterprise Resource Planning (ERP)
- 15+ years professional experience in Financial Management. 8 or more years experience of relevant budget/financial experience. 3 years experience in Enterprise Resource Planning (ERP)
Desired Experience:
- DAWIA Level 3 certification in Business Financial Management or equivalent
