Position Description:

Ecompex is recruiting for a Technical Librarian to provide professional support to the Air Force Civil Engineer Center to provide Research and Development Test and Evaluation services. The candidate will be responsible for managing an in person and online library database, procuring office supplies, developing monthly library reports, organizing, filing, inventorying among other tasks. Work will be on-site.

Minimum Qualifications:

· Must be a US Citizen.

· Must have an active Secret security clearance.

· Master’s Degree in Library and Information Sciences required from an accredited school of the American Library Association is required.

· 3 to 10 years of work experience in a Library or Information Science area.

· 3 or more years within the last 5 years working in a library or information center.

· 2 of the last 5 years with library cataloging, interlibrary loan processing, acquisition, and circulation management, descriptive cataloging, and digital archive maintenance.

· 2 of the last 5 years conducting computer inquiries of a variety of on-line databases, search and research techniques, and capabilities to deliver information in an acceptable format.

Desired Qualifications:

· Extensive experience with Microsoft Office suite including SharePoint, Word, Excel.

· Strong communication, written, and verbal skills.

Required Skills:

· Proficiency with on-line searching of scientific literature databases.

· Proficiency with library cataloging, inter-library loan processing, acquisition, and circulation management.

· Proficiency in searching on-line databases to deliver information in a format to meet user requirements.

· Proficiency in utilizing numerous computer databases and digital reference materials.

· Proficiency in maintaining a library A to Z publication finder.

· Proficiency in classifying and cataloging information utilizing the Library of Congress classification system.

· Proficiency in assessing materials, recommending suitable selections for the collection, and determining those items suitable for removal.

· Ability to do physical exertion such as long periods of standing; or recurring activities such as bending, crouching, stooping, stretching, reaching; or recurring lifting of moderately heavy items such as boxes of books or journals.

· Must be able to lift at least 20 lbs. and be able to shelve books by standing on stepstool.

Responsibilities:

· Organize, file, catalogue, store and monitor distribution of books, periodicals, newspapers, microfiche, and electronic documents.

· Provide reference and research assistance to customers.

· Conduct literature searches for customers using a variety of online and hardcopy information resources, including commercial databases and the Defense Technical Information Center (DTIC).

· Assist AFCEC engineers and scientists with interpreting and evaluating information resulting from literature searches.

· Prepare subject specific reading lists and bibliographies on a variety of civil engineering technical subjects applicable to AFCEC.

· Provide library circulation services such as utilizing the designated integrated library system for tasks such as lending, returning, renewing, inventorying, establishing customer accounts, gathering statistics, troubleshooting circulation technology, overseeing materials, routing materials, processing overdue notices, and managing the overall library collection.

· Interact with library customers, troubleshooting and resolving complex circulation issues, shelving library materials, locating library materials.

· Conduct cataloging of both historical and current materials in accordance with either the Anglo-American Cataloging Rules (AACR2) or Resource Description and Access (RDA) rules.

· Establish the classification and subject headings assignment by comparing the content with a standard list of terms, such as the Library of Congress Subject Headings or the Medical Subject Headings.

· Evaluate bibliographies, book reviews, and additional sources to propose the acquisition of materials.

· Provide guidance to the government librarian for the collection management plan, focusing on areas such as relevant databases and physical library materials.

· Assist with recommending materials, tracking costs, coordinating communication with vendors, filing invoices/packing lists, etc.

· Review the collection for removal of obsolete and worn materials and recommend to the Government librarian what items need replacing or removal.

· Train and advise others using the TIC equipment.

· Gather and summarize information from files and documents to respond to inquiries.

· Assist in the maintenance of office records and files in accordance with regulations and procedures.

· Gather requests for office supplies, printing assistance, and related materials and services.

· Capture usage statistics needed for the library monthly report.

· Assist in the development, design, implementation, and tracking of training programs for the TIC library resources.

· Perform in/out processing of library patrons to include programing access cards for entry into building.

· Assist in annual inventory of TIC resources.

· Inform AFCEC personnel about TIC resources through emails, flyers, newsletters, one-on-one sessions, and group classes.

· Maintain the TIC’s A to Z publication finder.

· Actively seek out and complete librarian professional development opportunities.

· Assist in developing, packaging, and coordinating electronic staff summary packages including their attachments.

· Provide organizational skills to include task management, relay task priorities, and suspense management.

· Assist with meetings to include scheduling place and time of meeting, establishing conference call number, coordinating video teleconferencing (VTC) meetings reserving meeting space, sending meeting attendance request, taking meeting minutes, etc.

· Provide inputs to AFCEC’s weekly/monthly activity and hot topic reports, senior leader updates/immersion briefing materials/products, and annual report to Congress.

· Assist in developing, updating, and coordinating initial concept documents, material fielding guides, requirement documents, bullet background papers, PowerPoint slides, white papers, and other documents.

· Provide analytical advice and recommendations that are technically, accurately, and logically supported, while identifying trends and impacts to programs and advocating for improvement opportunities.

· Provide reviews of incoming and outgoing funds and funding documents consistent with funds control requirements and record all transactions accordingly.
