Position Title: Senior Database Designer

Onsite or Remote: Remote

Salary: $150k- $180k


Project Scope:

Supporting a large-scale modernization initiative to consolidate multiple legacy subsystems into a single, modernized Oracle database architecture. This effort involves designing secure, high-performance, cloud-ready database structures capable of supporting mission-critical operations for a large federal system.


Seeking a Senior Database Designer to support a major federal system modernization initiative. The role focuses on consolidating multiple independent legacy subsystems into a unified, modern Oracle database architecture. The selected candidate will contribute to the design and development of a secure, high-performance, cloud-native database environment that ensures reliable data integration, optimized performance, and long-term maintainability.

Job Duties and Responsibilities

  • Lead development of a unified database design integrating data from numerous legacy systems into a consolidated Oracle architecture
  • Create database schemas, entity-relationship diagrams, normalization strategies, and data models
  • Establish a secure database architecture with granular access controls, data masking, and replacement of sensitive identifiers
  • Collaborate with software engineers, DevSecOps teams, and federal stakeholders to support modular application development and incremental deployment
  • Support the creation and maintenance of data mappings between legacy and modernized database structures
  • Guide the generation of test data and support secure data migration pipelines using ETL processes
  • Participate in Agile activities including standups, sprint planning, and backlog refinement
  • Perform performance tuning, indexing strategies, and optimization for real-time and batch processing
  • Maintain documentation and support other database-related duties as assigned


✔ Job Requirements (Education / Skills / Experience)

Education & Experience

  • Bachelor’s degree in computer science, Information Systems, Database Management, or related field
  • Minimum 10 years' experience in senior-level database design and architecture roles
  • Experience supporting government or federal agency systems preferred
  • Security+ CE / IAT Level II certification
  • Eligible for Public Trust clearance (U.S. citizenship required)

✔ Technical Skills

Database Technologies

  • Expertise with Oracle 19c or newer
  • Advanced PL/SQL programming and performance optimization
  • Strong knowledge of normalization, performance tuning, indexing, and schema design

Data Management

  • Experience in data modeling and ER diagram creation
  • Data dictionary creation and maintenance
  • Understanding of data quality analysis and governance principles

Security & Compliance

  • Experience with database access control, encryption, and data masking
  • Familiarity with Zero Trust principles and federal compliance requirements
  • Knowledge of data privacy and security best practices

Data Integration & Migration

  • Experience with ETL tools and processes
  • Familiarity with tools such as Oracle GoldenGate or similar real-time migration platforms
  • Strong understanding of data transformation and mapping methodologies

  • Strong analytical and problem-solving ability
  • Excellent communication skills for collaboration with technical and non-technical teams
  • Ability to work across Agile teams and manage multiple deliverables
  • Highly organized, detail-oriented, and adaptable to evolving federal requirements
  • Strong commitment to data governance and compliance standards


✔ Preferred Qualifications

  • Advanced degrees or certifications in database management or similar fields
  • CISSP or other cybersecurity certifications
  • Experience with federal financial systems or environments
  • Experience with AWS or Azure cloud-based database architectures
  • Familiarity with disaster recovery, high availability, and fault-tolerant architectures
  • Knowledge of FISMA, FedRAMP, and other federal compliance frameworks
  • Background in data governance, classification, and retention practices
  • Experience with Agile/Scrum in federal contracting environments
