Job Description:

Manages and executes the College's employment recruiting strategy and processes for full-time and temporary positions by working with leaders in Performance & Talent Innovation (HR) and multiple areas of the College. Manages the College's EEO/Affirmative Action Program and oversees the Unemployment process.
Duties include:

  • Recruitment: Plans, implements, and manages recruiting initiatives for the College across 3 counties. Recruiting initiatives include: advertisements, written and oral communications, social media, e-recruiting, applicant tracking, and overseeing the selection process. Serves as a professional liaison between the College and applicants and as the professional representatives for SCC at targeted job fairs. Provides recruiting direction to hiring managers with respect to recruitment strategies, advertising and selection practices. Manages applicant tracking for affirmative action data. Collaborates with hiring manager to identify the most efficient and effective ways to recruit from the appropriate demographic markets and communicates with hiring managers throughout the selection process to ensure fulfillment of hiring needs. Oversees and monitors the preparation of all applicant correspondence throughout the selection process. Serves as Recruiting content manager for SCC's external website departmental pages as needed and oversees job vacancy postings, including non-traditional avenues. Manages FTE position utilization to meet SCC staffing needs. Manages relationships with temporary staffing agencies. Assists in developing departmental budget by making recommendations regarding budget, related to the College's recruitment initiatives and talent management software maintenance.
  • Applicant Tracking/EEO Compliance: Serves as the system administrator for the application tracking system. Oversees new software implementation, system updates, and modifications and keeps abreast of changes or updates to the system. Manages on-line applications via applicant tracking system and manages applicant tracking for affirmative action data. Ensures that accurate applicant database is maintained. Provides EEO information to hiring managers for the purpose of abating underutilization per the established Affirmative Action Plan for each selection opportunity. Collaborates with hiring managers to develop effective strategies for attracting a diverse applicant pool. Evaluates interviewing process for effectiveness and makes recommendations for improvements.
  • In collaboration with Classification & Compensation personnel, recommends to hiring managers entry salaries (based on comparable salaries, experience and education) for new hires. Must be knowledgeable of State and local compensation policies and procedures and ensures these are followed. Completes required documentation for initial salary actions for faculty and staff. Makes recommendations for updates to processes and procedures.
  • Reporting: Updates and maintains the College's EEO/AA Plan. Ensures reports are completed as necessary, advises supervisor and management of EEO/AA requirements, and provides input to management regarding the College's EEO/AA status. Works with HR Director to develop and monitor recruitment strategies to attract applicants for all categories especially areas of underutilization.
  • In order to assist with proper administration and advising of personnel, will attend workshops, meetings, and/or read materials to remain current with regards to employee benefits and personnel laws, such as FMLA, FLSA, COBRA, ADA, and any other applicable benefits and laws.
  • Policy management: Recommends policy and documents practices related to recruiting and hiring. Responsible for researching and monitoring changes to related policies and procedures. Ensures PTI policies and procedures are updated as changes are made by SCC, SBTCE and DSHR. Responsible for developing, planning, and executing training manuals and events for Supervisors and SME's regarding recruitment, interviewing and hiring processes.
  • Oversees the Unemployment procedures and processing of relevant information. Responsible for escalated cases that require adjudication.
  • Assists with other duties as assigned by supervisor. Duties will be performed in a timely and accurate manner as needed.


Bachelor's degree and experience in human resources management.
