THE POSITION: Under administrative and policy direction from the City Manager and City Council, the Real Estate Portfolio & Asset Manager is position provides professional real estate portfolio, property management, and asset management services for owned and leased properties, commercial management of parking lots and structures and other assets as assigned throughout the City. The successful candidate will utilize their knowledge of public policy, as well as real estate and lease management to aid the City Manager and City Council in a variety of administrative, coordinative, analytical, and liaison capacities related to property and asset management. The required work provides for a wide variety of independent decision-making, within legal and general policy and regulatory guidelines. In addition, the incumbent will exercise general direction and supervision over professional and administrative support staff to best accomplish the tasks at hand.

Ideal Candidate

 

 

The ideal candidate will utilize knowledge of the City, the stakeholders, the community, and the City’s business partners to manage complex projects and strategic portfolio discussions. They will have both private and public sector experience, and will be able to manage risk and provide clear and actionable recommendations and options. In addition, they will be a skilled real estate professional with experience in Marin County and Sausalito, as well as in local government working with department heads, executive leadership, and elected officials, community members, real estate professionals, and the business community.

  • Manage the City’s significant real estate portfolio, maintain the rent rolls, and set up and facilitate project and leasehold meetings, effectively, fairly, and with the City and community’s interests in mind.
  • Address, track, account for, and report on the multifaceted aspects of the City’s real estate portfolio..
  • Maintain maps, documentation, rent collections, provide sage advice to the City Manager and City Council.
  • Meet with tenants, members of the real estate and business communities, and elected officials to initiate, negotiate, and close real property transactions with grace, tact, effective management, foresight, political acumen, and an understanding of the needs of the Sausalito community and City.

EXAMPLES OF DUTIES:

Depending upon assignment, duties may include, but are not limited to, the following:

  • Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the City’s Real Estate Portfolio, leasing, property management, and other assigned asset programs and services provided by the City. Works closely with Department Heads and other City staff to establish and administer programs and policies for related programs, projects, and services.
  • Assists in the development, administration, and oversight of the assigned budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments, as necessary.
  • Selects, trains, motivates, and directs assigned personnel; evaluates and reviews work for acceptability and conformance with appropriate standards, including program and project priorities and performance evaluations; provides or coordinates staff training; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns.
  • Contributes to the overall quality of the assigned programs, projects, and services by developing, reviewing, and implementing policies and procedures to meet legal requirements and City needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
  • Prepares and presents staff reports and other necessary correspondence. Administer assigned program or service effectively to meet goals and objectives.
  • Direct the preparation of real estate agenda items; plan, schedule and assign work to ensure that all property appraisals, acquisition, management, sales and relocation work is accomplished in a timely and cost-effective manner. 
  • Develop and direct a wide variety of real estate, appraisal and relocation studies including estimates for planning; confer and cooperate with City staff and other agencies regarding real estate projects of mutual interest.
  • Participate in project management planning; supervise project teams and prepare team mission statements, objectives, scope, schedule, budget and resources. 
  • Direct and participate in the development, negotiation and administration of consultant contracts; monitor the work of consultants and certify completion of projects.

  • Review reports, leases, contracts, legal descriptions and other document to ensure completeness, accuracy and compliance with laws, policies and procedures. 
  • Answer and resolve complaints from property owners, contractors, engineers, developers, attorney and others involved in real estate transactions.
  • Select, train, motivate and evaluate real estate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Oversee and participate in the development and administration of the Real Estate Services Unit's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
  • Serve as the liaison for the Real Estate Services Unit with other divisions, departments and outside agencies; negotiate and resolve sensitive and controversial issues. 
  • Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence. 
  • Conduct a variety of organizational and operational studies and investigations; recommend modifications to unit programs, policies and procedures as appropriate. 
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the area of real estate and real property acquisition.
  • Researches City documents, historical information, and other information as needed; indexes, and files all contract documents in collaboration with the City Clerk’s Office.
  • Represents the City Manager’s Office and City elected officials, and outside agencies; explains and interprets assigned programs, policies, and activities; negotiates and resolves significant and controversial issues.
  • Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of municipal government.
  • Monitors changes in laws, regulations, and technology that may affect assigned programs and operations; implements policy and procedural changes as required.
  • Responds to difficult and sensitive public inquiries and complaints related to assigned programs and assists with resolutions and alternative recommendations.
  • Performs other duties as assigned.

QUALIFICATIONS:

Knowledge of:

  • Administrative principles and practices, including goal setting, program development, implementation, and evaluation, and supervision of staff.
  • Public agency budget development, City-wide administrative practices, and general principles of risk management related to the functions of the assigned area.
  • Organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs, principles and practices of municipal government administration.
  • Technical aspects of the Real Estate Services Unit to the degree necessary to effectively manage and accomplish established objectives.
  • Principles and practices of:
  • Real property acquisition and management;
  • Right-of-way, condemnation and other public agency real property matters;
  • Program development and administration;
  • Business letter writing and basic report preparation;
  • Budget preparation and administration;
  • Employee relations and related labor laws as assigned; and
  • Supervision, training and performance evaluation.
  • Real estate law and land ownership transaction procedures and instruments.
  • Operations, services, policies and procedures of the City.
  • Principles, methods and techniques of effective leadership.
  • Pertinent Federal, State and local laws, codes and regulations.
  • Applicable Federal, State, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility, including insurance requirements for public contracts and public contracting and fee setting laws.
  • Record keeping principles and procedures.
  • Modern office practices, methods, and computer equipment and computer applications related to work.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

Selection Process:

It is important to complete all required application materials. Those that score the highest out of the panel interview and practical exams will be advanced to department interviews. It is desired that the successful candidate begin employment as soon as possible.
