The City of Olympia’s Office of Performance and Innovation (OPI) seeks a Performance Management Analyst to advance organizational excellence through performance management, process improvement and strategic planning support. OPI is part of the Office of Strategic Initiatives in the City Manager’s Office and works on cross-department, high priority projects with the vision of empowering employee curiosity, fostering innovation and excellence. Under the general supervision of the Strategic Planning & Performance Manager, this position supports advancing a citywide culture of using data to learn and improve, including conducting research, providing consultation, developing strategies, formulating recommendations, and implementing performance management program activities.
Examples of assigned work includes supporting departments to identify metrics, operationalize data collection, coordinating data extraction from various databases, developing and implementing standard reporting formats, and administering data visualization and management tools. This position will ensure data accuracy and reliability, support data analysis, put in place processes for monitoring and measuring outcomes of activities, and identify and support staff in implementing opportunities for process improvements.
This position also supports OPI’s internal and external strategic planning efforts, including outreach and stakeholder engagement. Examples of assigned activities include stakeholder outreach, meeting and event logistics, research and analysis, input collection and organization, and development of communications content and materials.
Essential Functions
The essential functions of this position include but are not limited to:
1. Responsible for completing program duties as assigned, including research, program planning, implementation, program monitoring, and budgeting.
2. Assist with developing and attaining program goals and objectives through effective program planning and implementation.
3. Plan and coordinate program activities, events, and informational materials specific to assigned program, such as youth and adult victim impact panels; waste reduction programs; development of community service placements; or water resource related programs.
4. Develop and maintain program standards and administer program within legal requirements.
5. Prepare written, statistical and financial reports of program activities and expenditures; research available funding sources; prepare and submit grants; and create and maintain all necessary grant background data.
6. Develop program budgets, prepare budget requests, and monitor expenditures.
7. Punctual, regular and reliable attendance is essential for successful job performance.

8. Gather and display statistical or other program information in a manner effective for program analysis.
9. Design effective informational materials to serve a variety of program needs.
10. Coordinate and motivate volunteers and public officials to attain program goals.
11. Solicit and maintain program support from a variety of organizations, groups and audiences.
12. Prepare accurate, persuasive and concise written material for a variety of audiences, and for legal disposition through the Court.
13. Speak persuasively in a variety of settings before a variety of audiences.
14. Work cooperatively as a member of a service-oriented team.
Experience/Education:
1. Two years experience in administering a community-oriented program preferred; experience in specific program area may be required.
2. Four year college or university degree in Public Relations, Social Science, Public Administration or program-related field preferred.
3. Additional related experience may be substituted for the degree on a year for year basis.
Special Requirement:
1. Possession of a valid Washington State Driver's License.
