Background and Scope of Work:
Aging and Disability Services Division (ADSD) will be working on the modernization of ADSD data systems to provide for electronic application, enrollment, case management, and billing to serve Nevada’s most vulnerable populations. This project is funded through the American Rescue Plan Act (ARPA) with the goal of modernization and integration of ADSD data systems to reduce barriers and improve access to services, streamline and create efficient workflows, reduce duplication in data entry and document collection, eliminate paper and manual processes, and improve data sharing across ADSD programs.
An Application Developer is needed for full stack (user interface, code-behind, business logic, SQL) development for ADSD data systems. The Application Developer needs to specialize in developing scalable and efficient web-based application solutions with emphasis on incorporating application and network security. The resource needs to maintain detailed project plans and present status reports. They need to provide technical guidance and mentorship to junior team members.
The chosen consultant will work with the identified the IT Application Development team, programs, program leadership, project manager, and IT manager to evaluate and implement technical solutions to business needs.
For the data modernization project, the consultant will be responsible for the following tasks (not all inclusive):
1. Create public facing web applications that are scalable, efficient, maintainable, and user-friendly and developed with security in mind. The applications need to be implemented with front-end and back-end systems.
2. Architect database systems as needed by applications and develop functions and procedures as needed.
3. Create Application Programming Interfaces for interacting with created and existing systems. Create applications to interact with these interfaces along with Third Party interfaces.
4. Implement multi-factor Authentications on created and existing systems.
5. Create consumer and worker-based reports from various databases.
6. Assist project management team to convert Business Requirement Documents into Technical Specifications Document.
7. Participate and be a major contributor to in Dev meetings.
8. Create deliverable tasks from technical documents, write documentation in source code, data dictionaries, create testing scripts for QA, create user manuals, etc.
9. Create and maintain detailed project plans and present status report in meetings.
10. Work as member of the Dev Team, being a major contributor and assisting the Team lead in all projects.
11. Provide technical guidance and resource to the Dev team and help with knowledge transfers and project hand off.
