INTRODUCTION:
The HR Technician II coordinates recruitment, selection, and assists in the hiring process of exempt and non- exempt positions of internal and external applicants. This includes but is not limited to vetting candidates, and facilitating the interview process. This position is responsible for helping employees with HR related matters, which involves problem-solving skills, time management, and a service oriented mindset.
DUTIES:
- Coordinates recruitment, selection, and assists supervisors, managers and the hiring committee in the hiring process of exempt and non-exempt positions of internal and external applicants.
- Screen candidates, resumes and job applications, and involving direct supervisors as appropriate.
- Conducts reference, employment, and pre-employment drug screening and criminal history background checks as required.
- Performs customer service functions by answering employee requests and questions including inquiries regarding Personnel policies, job openings, and applications.
- Completes Forms I-9, verifies I-9 documentation, e-verify and maintains I-9 files and submits to the Accounting department within required time frames.
- Maintain and expands knowledge and understanding of existing and proposed federal and state laws/regulations affecting Tribal human resource management.
- Works closely with the Director of Human Resources in developing, implementing and evaluating ongoing HR policies, programs, functions and activities.
- Prepare recruitment materials that will attract candidates by using social media, multiple electornic job boards, newspapers, colleges etc.
- Ensures completion of necessary forms in an accurate and timely manner.
- Onboard new employees and assembles employee information packet, e.g. orientation and all new hire required documents.
- Coordinators the Incentive Committee Meetings to carry out the Employee Incentive Program.
- Creating PANS for processing, including 45 day past due evaluation PANS
- Run various reports, as needed, in the HRIS system.
- Coordinates with supervisors and managers to secure temporary employees, based on departmental needs.
- Other job related duties as assigned.
Requirements
REQUIREMENTS:
Associates Degree in Human Resources or related field and two years experience in Human Resources, -OR- an equivalent combination of experience and education.
Knowledge in:
- Principles and procedures for personnel recruitment, selection, training, and personnel information systems.
- Administrative, office procedures and systems such as word processing, spreadsheets, managing files and records, Laserfiche, designing forms, and workplace terminology.
- Existing and proposed federal and state laws/regulations affecting human resource management.
- CTSI Personnel Policies.
Ability to:
- Exhibit excellent verbal and written communication.
- Exhibit interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
- Exhibit organizational skills and attention to detail.
- Work proficiently with Microsoft Office Suite and related software.
- Work within the payroll management system, human resource information system (HRIS), and similar computer applications.
- Ability to function well in a high-paced and at times stressful environment.
- Exhibit excellent time management skills with a proven ability to meet deadlines.

- Must have a valid Oregon driver's license and be eligible to drive a GSA vehicle.
