Under direction of the Human Resources Associate Director perfoms complex, specialized human resource duties for the Guardianship and Advocacy Commission ( GAC) Directs and implements personnel processes related to employment of staff applying CMS guidelines and union contracts through appropriate utlization of eligiblity lists, promotions, transfers, etc. Serves as State Employment Benefit Coordinator. Maintains official personnel files confidential records, employee insurance fies, and workman's compensation files. Provides documentation of personnel and insurance transactions for payroll transactions.
1. Performs complex, specialized, professional human resource duties for Guardianship and Advocacy Commission ( GAC).
2. Directs and implements personnel processes related to employment of staff applying CMS guidelines and union contracts through appropriate utilization of eligiblity lists, promotions, transfers, etc.
3. Serves as State Employment Benefit Coordinator.
4. Maintains official personnel files, confidential records, employee insurance files, and workman's compensation files.
5. Provides documentation to payroll of personnel and insurance transactions involving payroll changes.
6. Serves as designated lead worker to lower level staff.
7. Attends CMS personnel meetings, Retirement and Deferred Compensation workshops, and insurance training as offerred.
8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
1. Requires knowledge, skill, and mental development equivalent to completion of four years of college.
2. Requires two (2) years of professional human resources experience.
1. Prefers two (2) years of working with the hiring and interview processes
2. Prefers two (2) years of working with the Personnel Code, Rules, Positions Classification Plan, Pay Plan, Collective Bargaining Unit Contracts, departmental policies, procedures, and processes
3. Prefers two (2) years of experience with employee benefits programs
4. Prefers two (2) years of experience with processing employee retirements
5. Prefers two (2) years of experience in processing and administering payroll and payroll policies
6. Prefers two (2) years of timekeeping experience
7. Prefers ability to read, assimilate, and recall, with a high degree of proficiency, facts and figures and to articulate human resources information in descriptive terms to others not versed in personnel system
8. Prefers ability to obtain and solicit relevant information/ data from people in an orderly and timely manner as well as deal with a high volume of information for reporting and training purposes
9. Prefers ability to use computer systems, software, templates and to instruct others in such equipment usage
10. Prefers two (2) years of experience with worker's compensation work
