Definition
The Human Resource Manager will support the Sr. HR Director in managing the daily HR functions of the agency. This role involves managing the implementation of HR practices, providing guidance to management, and ensuring compliance with agency policies. This is a full-time position accountable to the Sr. HR Director.

Duties:
- Manage the daily HR operations
- Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
- Provides support and guidance to HR Coordinators, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
- Support managers in handling performance issues
- Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings. Act as a point of contact for employees regarding HR policies, practices, and procedures.
- Maintain active membership in relevant HR associations and stay current with appropriate practices in employment regulations, such as wage and hour laws, ADA, FMLA, and Workmen's Comp.
- Track and report all FMLA and Workers' Comp incidents, provide required documents and maintain all records according to state laws.
- Report any changes affecting agency policies and practices to the Sr.HR Director.
- Monitor and review agency policies and practices related to hiring, orienting, maintaining, and terminating staff. Assist in revising and developing policies as needed.
- Track hiring and termination information to assist in developing retention strategies with Sr. HR Director and Training and Development Coordinator.
- Work with HR Coordinators to maintain employee personnel files, I9 forms, background checks and monitor benefit files, ensuring compliance with agency policies and applicable federal or state laws.
- Assist with annual independent audits.
- Assist with Accounting in payroll auditing and reviewing all employee deductions and timekeeping
- Attend and participate in department and agency staff meetings and other events as needed.
- Assist in setting annual goals and objectives related to specific job functions and contribute to the success of these areas.
Perform other tasks as assigned by the HR Director
Entry Level Qualifications
Knowledge of/ Experience in
- HR practices and appropriate application of State and Federal laws related to HR.
- Supervision and management experience.
- Strong, concise written and verbal communication skills.
- Community agencies and resources, with an understanding of the Human Service field for training development.
Ability to

- Effectively manage employee relations issues and resolve conflicts fairly and consistently.
- Ensure compliance with all applicable employment laws and regulations.
- Provide guidance and support to Program Coordinators and Managers in best HR practices.

- Oversee the accurate and timely processing of payroll and benefits.
- Implement and optimize HRIS systems to enhance HR operations.
- Build and maintain strong relationships with employees, managers, and external partners.

Special Requirements
- Degree in a related field and/or comparable experience in Human Resources administration in a diverse agency. Minimum of 7 years of progressive HR experience, with at least 5 years in a manager role.
- Must have reliable transportation for work and possess a valid Nevada's Driver's License and proof of insurance for utilizing a personal vehicle for company business
- Will be required to work some evenings and weekends.
- Will be required to travel in state and out of state for training.
- Must be able to lift and carry up to 25 pounds.
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to access and navigate each department at the organization's facilities
- License or Certification
- SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification preferred
- Able to pass a complete background check.
- Must possess a valid Nevada Driver's License, and have current insurance for using a personal vehicle
