TITLE: Human Resources Manager
REPORTS TO: Chief Executive Officer
POSITIONS SUPERVISED: Human Resources, Security, Compliance and Communications
JOB ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Plans and carries out budget procedures for the Support Services Department including monthly monitoring of department expenditures; reviews and makes recommendations on department budget proposals assists in the development of annual forecast estimates for department expenditures; reviews department performance measures.
- Determines and provides leadership in developing and executing human resources strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of talent acquisition, career development, succession planning, retention, training and leadership development, and compensation and benefits.
- Implements and annually updates compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors performance evaluation program and revises as necessary.
- Develops, recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration; approves requisitions for payment; evaluates policies annually for cost effectiveness.
- Evaluates reports, decisions and results of the Support Services Department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in the efficiency of the Support Services Department and services performed.
- Maintain current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources.
- Works directly with department managers to assist them in carrying out responsibilities on personnel matters.
- Provides strategic leadership by articulating Support Services needs and plans to the Executive Management Team and to the Board of Directors.
- Works to increase employee skills and capabilities; encourages career growth and training opportunities for employees; ensures adherence to affirmative action plan and procedures; reviews and interviews job applicants and recommends for hire.
- Participates on committees and special projects.
QUALIFICATIONS / REQUIREMENTS:
- Strong proficiency using Microsoft Office
- Excellent organizational and leadership abilities
- Outstanding oral and written communications and people abilities
- Satisfactory results of Local and State Records background check
- Strong process orientation
- Ability to prioritize, delegate, plan and schedule work activities using time effectively and to develop realistic action plans.
- Demonstrates capability to interface and maintain effective relationships with all departments and employees in a team-oriented environment
- Valid State driver’s license
EDUCATION/TRAINING/EXPERIENCE:
- Bachelor Degree required
- A minimum of 7 years Human Resources experience required.
- Senior Professional in Human Resources (SPHR) preferred.
