NEPA Program Specialist

Position Overview

Whitetail Environmental is seeking applicants for a full time National Environmental Policy Act (NEPA) Specialist to support the U.S. Army’s Yakima Training Center located in Yakima, WA. The position’s primary responsibilities are to provide onsite NEPA support for the Department of Public Works Environmental Division. Secondary duties may include providing Environmental Performance Assessment System (EPAS) and Environmental Quality Control Committee (EQCC) technical support. The position will help ensure the facilities are operated and maintained in accordance with all applicable environmental regulations (Federal, State, and Local laws and regulations; Executive Orders; and DoD, Army, USAR & RSC regulations and policies).

Primary Duties

  • Provide NEPA Subject Matter Expertise (SME) support, while participating as an interdisciplinary team (IDT) member.
  • Maintain all NEPA files for the installation in accordance with established protocols and procedures, for both electronic and hard copy files.
  • Provide support to file, post, and distribute NEPA-related documents. This includes, but is not limited to posting or distribution of documents to IDT members, document reviewers, project proponents, approved individuals or organizations associated with a particular action, posting of final documents to established repositories and archives, and document preparers.
  • NEPA regulation maintenance and reviews – Maintain existing NEPA standard operating procedure (SOP). Provide review and comments for NEPA-related regulations, as required.
  • Plan and assist proponents to prepare Requests for Environmental Impact Assessment (REIA). Prepare, review, and maintain all REIAs in accordance with the NEPA SOP. Facilitate and coordinate the review of REIAs with resource specialists, or SMEs to analyze the impacts of proposed actions on various resources, to determine the level of subsequent NEPA documentation; and the need for additional documentation, analysis, or permitting to comply with regulatory requirements.
  • Plan and prepare Record of Environmental Consideration (REC) and Memorandum of Environmental Review (MER) documents for actions that qualify for such level of documentation. Prepare, review, and maintain all RECs in accordance with 32 CFR Part 651, and prepare MER documents using existing formats.
  • Provide project management support for Environmental Assessments (EA) prepared by others. Facilitate and coordinate the development of in-house EA’s.
  • Provide project management support for Environmental Impact Statement (EIS) actions. EIS documents are prepared by others. Provide interface support with proponents, document preparers, and other staff for overall project management and to ensure effective and efficient exchange of information. Preparation of other NEPA related documents related to real estate actions such as Environmental Condition of Property (ECOP), Finding of Suitability to Lease (FOSL), and Reports of Availability, Section C (ROA-C) for review and approval. Maintain the NEPA Mitigation and the Cumulative Effects databases.
  • Evaluate and validate impact analysis (and assumptions) for previous NEPA actions, and document whether analysis and conclusions remain valid. Provide a summary report of findings that includes recommendations about whether assumptions and outcome of impact analysis remain valid, and suggested actions that may be needed to correct any deficiencies identified.

Qualifications

  • Bachelor’s Degree in Environmental Science or related field with previous professional (or internship) related to environmental planning or regulatory compliance.
  • Knowledge of Department of Defense (DoD) and Department of the Army (DA) regulations and policies for environmental compliance.
  • No less than three years of NEPA/regulatory work experience that includes demonstrated skills and abilities (e.g., internal and external scoping, document preparation, public reviews and comments, issue/impact analysis, development and screening of alternatives, cumulative effects analysis, staffing and coordination of draft and final documents, mitigation plan development, and follow up monitoring to ensure assumptions, conclusions, and anticipated results of mitigation remain valid).
  • Candidate must be proactive, demonstrate initiative, and have strong analytical and problem-solving skills.
  • Must have exceptional written and verbal communication, quantitative, and interpersonal skills.
  • Must have excellent organizational and time management skills.
  • Must demonstrate a strong work ethic and professional demeanor.

Additional Eligibility Requirements:

  • Valid U.S. Driver’s license and acceptable Motor Vehicle Record (MVR).
  • Capable of obtaining a Department of Defense (DoD) Common Access Card (CAC).
  • Must have U.S. citizenship
  • Must be able to pass Motor Vehicle Record (MVR)

Pay: $45,000.00 - $65,000.00 per year
