Job Description:

Job Focus Areas:
This Education Program Consultant 4 is located within the Division of Early Childhood Strategy and reports to an unclassified Director. This position will serve as the statewide subject matter authority managing the following division-wide strategic federal and state programs: Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) and the 2021 American Rescue Plan Act (ARPA) for childcare. This role will lead all of project management support as it pertains to CRRSA and ARPA ensuring successful implementation of all initiatives and projects designed to support the recovery of Louisiana's early childhood system following the COVID-19 pandemic as well as other key initiatives designed to expand access to high-quality early care and education. In addition, this position will serve as the statewide authority leading the Early Childhood Care and Education Commission. This includes preparing Early Childhood Strategy project proposals, developing project plans and implementation timelines, supporting policy development and implementation, and supporting budget/fiscal management.
Duties and responsibilities include, but are not limited to the following:

 

Researches and evaluates early childhood recovery efforts in other states, including the laws and regulations as related to child care funding models and systems
Makes recommendations to the division director regarding CRRSA and ARPA mandated and discretionary programs and policy implications of federal programs, such as CRRSA and ARPA priorities and projects
Oversees the design, development, and implementation of strategy and quality initiatives reflective of the four ARPA priorities, funded by the CRRSA and ARPA stimulus funding for child care
Leads and supports the Early Childhood Care and Education Commission, which is composed of more than 40 members from a variety of stakeholder groups, early childhood providers, special education staff, LEA staff, and other state agencies, by providing administrative and scheduling support, creating meeting materials, helping to develop written reports and other deliverables
Develops meeting and presentation materials for external stakeholders, including but not limited to the Early Childhood monthly provider webinar and the Advisory Council meetings
Researches best practices, evaluates current communications process, and develops strategies to improve and strengthen the successful messaging with early childhood stakeholders including teachers, principals, directors, LEA early childhood coordinators, and parents/families
Completes any other special projects and/or duties as required by the Division Director or designee and/or the Assistant Superintendent

 

Preferred Qualifications:
Candidates with the following skills and experience are encouraged to apply:

 

Experience in the field(s) of early childhood care and education or education policy;
Data analysis skills;
Experience working across teams as well as project management experience;
Excellent organizational and written communication skills;
Experience working with budgets and/or federal programs.
**Note regarding the advertised pay range: The Education Program Consultant series has an established special entrance rate (SER) that is set above the minimum of the pay range and the advertised minimum. The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and not the maximum amount we are allowed to pay a new hire.

 

One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled as a job appointment, probationary new hire, promotion of any permanent classified state employee OR promotion of a permanent classified employee of the Department of Education, Special School District, or the Board of Elementary and Secondary Education.

Qualifications

 

MINIMUM QUALIFICATIONS: Any of the following will qualify:
1. A master's degree plus four years of professional level experience in teaching or education; or in a public or private sector setting.

 

2. A master's degree in education plus three years of professional level experience in teaching or education; or in a public or private sector setting.

 

3. A baccalaureate degree plus five years of professional level experience in teaching or education; or in a public or private sector setting.

 

SUBSTITUTIONS:
A master's degree plus thirty graduate hours will substitute for one year of the required experience.

 

An Educational Specialist Degree will substitute for one year of the required experience.

 

A Ph.D. will substitute for two years of the required experience.

 

NOTE:
Advanced degrees will substitute for a maximum of two years of the required experience.

Differs from the Education Program Consultant 5-A by the absence of supervisory responsibility over an organizational section responsible for statewide educational programs.

 

Differs from the Educational Program Consultant 5-B by the absence of serving as the deputy to a cabinet level unclassified executive, or serving in an administrative role in a program directly administered by the superintendent's office or the deputy superintendent's office characterized by high-level programmatic impact.

 

Examples of Work

 

Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs.

 

Testifies before state and national legislative committees and state, regional, and national hearings, including the state legislature and State Board of Elementary and Secondary Education, as an expert witness providing background information and relevant research findings and the recommendations.

 

Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the fields of education on programs, policies, procedures, laws, and regulations and answers questions and assists in the resolution of education problems.

 

Make recommendations to the division director regarding mandated and discretionary programs and budgetary or personnel matters.

 

Researches educational issues, federal and state laws, and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education.

 

Represents the division director on key departmental committees working on departmental policies, discipline, accountability, technology, as well as inter office matters.

 

Coordinates state and federal educational program activities of several units within and outside the division on a project basis.

 

Develops and recommends to the division director programmatic policy directives and procedural guidelines to local educational authorities (LEAs).
