The City of Oxnard's Public Works Department is seeking an Assistant Public Works Director for Water Utilities. The ideal candidate is a strong leader and role model, who embodies the City's competencies of collaboration, accountability, creativity and innovation, effective communication, and above all, exceptional public and customer service, in all that they do.

The Assistant Director of Public Works is responsible to plan, manage, and oversee specific activities and operations of the Public Works Department including field operations and maintenance of water, wastewater, and recycled water.

This is an in-office position, working a 9/80 schedule with every other Friday off (that's an extra 26 days off in the year!).

THE PUBLIC WORKS DEPARTMENT

The Public Works Department consists of over 536 budgeted FTEs and is responsible for the design, construction, renovation, and operation of public projects and facilities ranging from seawalls to parks; and the maintenance of streets, sidewalks, streetlights, and street trees. The Public Works Department is compromised of several divisions with an operating and capital budget of over $290 million for FY 2023-24. Essential Functions

 

THE POSITION

The Assistant Director of Public Works (Water Utilities) is responsible for planning, managing, and overseeing specific activities and operations of the Water Utilities Division for a service base of over 42,000 customers. This included water distribution, water treatment and sanitation, field operations, and safety functions. This position coordinates assigned activities with other City departments and outside agencies and performs responsible and complex administrative work, including long-term and master planning, and assessing and implementing process improvements and best practices. Directly works with and may oversee engineering work for water/wastewater utilities including associated Capital Improvement Program (CIP) projects.

  • Total Divisional Staff 151 FTEs, which includes 61 in Water, 81 in Wastewater, and 9 in AWPF/Recycled Water.

  • The Operating Budget for Water/Wastewater/AWPF is $125,269,000.

The Assistant Director of Public Works receives general supervision from the Public Works Director within a framework of broad policies and established organizational values and processes.

 

 

Minimum Qualifications

 

The typical qualifications of the successful candidate include:

  • A Bachelor’s Degree in Engineering, Business Administration, Construction Management, Public Administration, or a related field.

  • A Master’s Degree is preferred.

  • Five to seven years of experience in Public Works, Administration, and water & wastewater operations leadership.

  • Three years of staff management and supervision.

  • Experience in the Public Sector is preferred.

Desirable

  • Possession of a valid Registration as a Civil, Mechanical or Chemical Professional Engineer in the State of California.


  • Possession of a valid Grade 5 Wastewater Treatment Operator Certificate.

  • Possession of a valid California State Water Resources Control Board (SWRCB) D5 Water Distribution Operator Certificate.

  • Possession of a valid California State Water Resources Control Board (SWRCB) T5 Water Treatment Plant Operator Certificate.

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.

Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.

Deferred Compensation:
The City contributes 1% to a deferred compensation program.

Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.

Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:

Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.

Holidays:
The City observes 12 holidays per year

Life Insurance:
City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.

Tuition Reimbursement:
Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.
