JOB SUMMARY
Performs administrative work of considerable difficulty in monitoring and understanding regional water resources issues to provide advice, coordination, planning, and strategy guidance to the Department Director, County Manager and County Board of Supervisors on long-term water viability and sustainability. This position is responsible for the development and management of the County's Stormwater Management Program to ensure compliance with federal and state laws and regulations. This position also assists with County floodplain management efforts. The employee has considerable latitude in administering a complex and/or sensitive area of responsibility. Responsibilities include development of functional strategies, policies, and procedures. The recommendations and decisions made affect the administration and management of major programs and/or services and attainment of goals.


This position is not covered under the Pinal County Merit System. Incumbents in this position serve at the pleasure of their respective Appointing Authority. The employment relationship of incumbents in this position is "at will" the employee may be terminated at any time, for any reason, with or without cause.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

  • Performs policy-level coordination, advice and administrative tasks relating to water resources management and long-term water viability and sustainability.
  • Represents the County to other government agencies, the public, and interest groups.
  • Establishes and maintains effective working relationships with County staff, government agencies, municipalities, other professionals, legislative liaisons, agricultural interests, developers, community groups, etc.
  • Formulates, evaluates and recommends policy advice and guidance to the Department Director, County Manager, and Board of Supervisors.
  • Prepares and delivers annual stormwater program management reports.
  • Maintains absolute confidentiality of work-related issues, records, and restricted County information.
  • Responds to emergencies as part of the Emergency Operations Center team.
  • Performs all work duties in accordance with County policies and procedures.
  • Performs other related duties as required.

 

 

Minimum Requirements

 

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor's Degree in Hydrology, Natural Resources Management, Environmental Science, Public Administration or related field.
  • Six (6) years of professional experience in managing water systems.
  • A related Master's Degree may be substituted for two (2) years of experience.
  • Valid Driver's License with an Arizona Driver's License required within 30 days of hire.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.

?Preferred Qualifications:

  • Certified Stormwater Inspector
  • Certified Floodplain Manager
  • FEMA Incident Command System 300 and 400 Training

  • Knowledge of methods, procedures, objectives, and standard practices relating to water resources, stormwater, and floodplain management.
  • Knowledge of Federal and State stormwater and water resources laws impacting the County.
  • Knowledge of technical programs, research, and trends in water resources, stormwater management, and floodplain management.
  • Knowledge of research methodology, analysis and interpretation.
  • Knowledge County and municipal government practices.
  • Knowledge of the FEMA Incident Command System and its application in an Emergency Operations Center.
  • Ability to use Microsoft Office products and relevant technologies.
  • Ability to analyze problems, organize data and make decisions.
  • Ability to communicate, both verbally and in writing, and work effectively with a diverse group of people.
  • Ability to define problems, collect data, establish facts, draw valid conclusions, and make recommendations.
  • Ability to establish and maintain effective working relationships with employees, other agencies, and the public.
  • Ability to follow written and verbal instructions.
  • Ability to plan and organize.
  • Ability to read, analyze, and interpret reports, legal documents, regulatory documents, manuals, journals, blueprints and diagrams.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the community.
  • Ability to operate a motor vehicle.

PHYSICAL DEMANDS:
Independent body mobility to stand, walk, bend, and sit for prolonged periods of time and/or drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see/read; hear and speak to communicate with customers in person and over the phone.


WORK ENVIRONMENT:
Work is performed both in an indoor office environment and in the outdoors.
